Richard earned a B.A. in Mathematics at Vassar College ('74), a M.I.A. (a Master's Degree) from the School for International Training ('78), and a J.D. from Columbia Law School ('78). He taught at Harvard Law School Trial Advocacy Workshop and Georgetown University Law Center. He earned a Trial Attorney position for the Civil Rights Division of the U.S. Department of Justice. He worked at a private law practice, Covington & Burling LLP, before returning to governmental positions as Assistant U.S. Attorney in NY and DC. He is the current Chief Judge of the Federal District Court for the District of Columbia.* He helped the founding of the Washington, D.C. chapter of Concerned Black Men, Inc.
